A vehicle import begins with its document file, long before the car reaches the port. The buyer or intermediary must collect the seller’s documents, the export and shipping documents, and the papers needed for customs clearance in Algeria.
A complete file is not simply a stack of papers. Every document must consistently prove the vehicle’s identity, ownership, conformity and commercial journey from seller to importer.
Three files that must not be confused

Vehicle purchased in China
Ask the seller or export company for clear copies and the required originals of the following documents, depending on the vehicle and exporter:

Vehicle purchased in Dubai
A vehicle sold in Dubai does not receive a new Chinese file. Its documents depend on the country of manufacture, UAE registration status and export procedure. Normally request:
- an RTA Vehicle Export Certificate if the vehicle is registered in Dubai;
- the foreign registration card, title or equivalent ownership document;
- the final commercial invoice and/or sales contract in the correct buyer’s name;
- a recent roadworthiness or operating-condition document from an authorized body when applicable;
- a certificate of origin when issued and required;
- a packing list and export customs declaration;
- the final Bill of Lading after loading;
- original technical or conformity documents connected to the vehicle’s country of manufacture.
The official RTA procedure links the export of a Dubai-registered vehicle to cancellation of its registration and issuance of an Export Certificate. An invoice from the showroom alone is therefore not enough.
Algeria customs file for a used vehicle under three years old
For a used vehicle under three years old purchased by a resident individual for personal use, Executive Decree No. 23-74 lists documents including:
- a copy of the resident individual’s identity document, or residence card for a foreign resident;
- a residence certificate;
- the vehicle’s foreign registration certificate or an equivalent document;
- proof that ownership was transferred: purchase invoice and/or sales contract;
- a document less than three months old confirming that the vehicle is in good operating condition, issued by an authorized body in the country of registration;
- the conformity-expert report prepared by an expert approved by the ministry responsible for mines.
The decree also requires the vehicle to be in good working order, free from major or critical defects, and compliant with safety and environmental requirements. Vehicle age is measured between first registration and the declaration for release for consumption.
Shipping documents not to forget
- Final Commercial Invoice, not only a Proforma Invoice.
- Signed Sales Contract where required.
- Packing List.
- Export declaration or export document from the country of departure.
- Draft Bill of Lading for review before final issuance.
- Final Bill of Lading.
- Marine insurance certificate when insurance is included in the sale or shipping terms.
- Power of attorney when an intermediary acts for the buyer.

Even a one-character discrepancy should be corrected before loading. Do not rely on a promise that the seller will amend the document after the vehicle has sailed.
SGL workflow for buyers and intermediaries
Before final payment
- Obtain legible scans of every available document and a photo of the VIN plate on the vehicle.
- Send the listing or supplier link, specifications and file to SGL for an initial review.
- Confirm vehicle eligibility, age, fuel type and importer status.
- Record every missing document and the party responsible for issuing it.
Before booking and loading
- Obtain final signed and stamped versions where needed.
- Match the VIN, buyer name, price and model across the file.
- Review the draft Bill of Lading: shipper, consignee, ports and vehicle description.
- Confirm how the originals will be delivered and who is responsible for them.
After sailing
- Assemble an ordered PDF vehicle file and keep a backup.
- Track the Bill of Lading, originals and any permitted correction.
- Send the file to the clearance team before the vessel arrives.
Red flags that should stop shipment
- The seller refuses to provide documents before full payment.
- The VIN is missing, unclear or inconsistent.
- The invoice names a different buyer without a lawful explanation.
- Only a Proforma Invoice exists, with no final invoice or sales contract.
- The production year, fuel type or model differs across the vehicle and documents.
- The seller promises to issue an essential certificate after departure.
- A previously registered Dubai vehicle has no suitable export certificate.
